Präsident Bush als Friedensstifter?

Abstract

Die Bush-Administration ist mittlerweile auf höchster Ebene intensiv mit dem »Mikromanagement« der Regelung des israelisch-palästinensischen Konfliktes befaßt. Der »Dreiergipfel« zwischen Präsident Bush, Israels Ministerpräsident Scharon und dem palästinensischen Premier Abbas Anfang Juni 2003 in Aqaba, in der Folge abgestimmter Druck von Außenminister Powell und Sicherheitsberaterin Rice auf beide Konfliktparteien und die ständige Überwachung der Fortschritte vor Ort durch ein amerikanisches Team zeugen von einer neuen amerikanischen Rolle. Sie geht über die eines reinen Vermittlers hinaus. Ungewiß ist, ob die Ende April 2003 veröffentlichte »road map« des »Quartetts« aus USA, EU, Rußland und den UN tatsächlich den Weg zum Frieden weist. Sicher ist jedoch eines: Ohne das dauerhafte und stetige Engagement der USA, ohne das beharrliche Einwirken auf beide Konfliktparteien wird dem jüngsten Plan kein Erfolg beschieden sein. Doch wird Präsident Bush die Regelung des Konflikts mit Vorrang und Ausdauer verfolgen? (SWP-aktuell / SWP)
