Deutschland und Litauen: Von der Verteidigungskooperation zur Sicherheitspartnerschaft

Abstract

Deutschland und Litauen haben ihre sicherheits- und verteidigungspolitische sowie militärische Kooperation in den letzten Jahren stetig ausgebaut. Die Stationierung der Bundeswehr in Form der verstärkten Vornepräsenz, die im vergangenen Jahr getroffene Vereinbarung über ein zusätzliches deutsches Engagement in Brigade­stärke und eine intensivierte Rüstungskooperation bilden gleichsam den "harten Kern" des Miteinanders. Allerdings sind zuletzt auch abweichende Erwartungen zutage getreten: Litauen möchte eine vollumfängliche Dauerpräsenz der Brigade, Deutschland präferiert ein flexibleres Modell. Beide Länder sollten darauf achten, dass diesbezügliche Debatten die bisherigen Erfolge nicht in Mitleidenschaft ziehen. Die für Deutschland im Rahmen der Nato und der EU "vertrauenspolitisch" wichtige Kooperation mit Litauen, die einen bedeutenden Beitrag zur erfolgreichen Inter­nationalisierung der "Zeitenwende" darstellt, sollte zu einer umfassenden Sicherheitspartnerschaft weiterentwickelt werden.
