Das Engagement der EU nach dem 11. September: Katalysator der Integration und für die Euro-Atlantische Partnerschaft?

Abstract

In der Dramatik der Ereignisse um den 11. September war das Engagement der Europäischen Union weniger sichtbar. Es wurden jedoch eine Vielzahl von Maßnahmen eingeleitet und Aktionen durchgeführt, die der EU in der globalen Kooperation und der Euro-Atlantischen Partnerschaft mehr Gewicht geben. Die Zusammenarbeit bei der Terrorismusbekämpfung wurde beschleunigt. Im Rahmen ihrer Beitritts- und Partnerschaftsbeziehungen konnte die EU Unterstützung im Kampf gegen den Terrorismus mobilisieren. Die Beziehungen zu anderen Regionen wurden intensiviert. Noch schwer zu erkennen ist, wie die Troika-Missionen der EU und die Ambitionen der nationalen Hauptstädte in einer Gemeinsamen Außen- und Sicherheitspolitik zusammengeführt werden könnten. Um so mehr stellt sich nach dem 11. September die Aufgabe, die Handlungsfähigkeit der EU und die Kohärenz ihrer Politik im Kontext von Außenwirtschaft, innerer und äußerer Sicherheit zu verstärken.
