Flucht aus der Ukraine: Mobilität erhalten und langfristig denken! Vom temporären Schutz zu Integrationsperspektiven

Abstract

Europa erlebt derzeit die größte Fluchtbewegung seit dem Zweiten Weltkrieg. Die EU hat erstmals die Richtlinie zum vorübergehenden Schutz aktiviert. Demnach können die Geflüchteten aus der Ukraine ihr Aufnahmeland selbst wählen, dort arbeiten und Leistungen erhalten. Auch wenn die Zahl der Flüchtenden Sorgen bereitet, soll­te die EU an diesem offenen Ansatz festhalten und auf die Vorteile zurückgreifen, die die sozialen Bindungen der Geflüchteten und das große zivilgesellschaftliche Engagement bieten. EU-weite Verteilungsquoten wären im Vergleich zur selbstbestimmten Mobili­tät die schlechtere Lösung: Die Fluchtbewegung kann bewältigt werden, wenn die Potentiale der Selbst­verteilung in der EU und in den Mitgliedsländern genutzt werden, sich alle EU-Mitgliedstaaten finanziell an der Aufnahme beteiligen und die Aufnahme­länder jetzt schon die Voraussetzungen für einen längerfristigen Aufenthalt schaffen.
