Ein Neuanfang im Nahost-Friedensprozeß? Innere Reformen und internationales Engagement

Abstract

Nach den großangelegten Militäraktionen der israelischen Armee im März/ April in der West Bank und nach der Aufhebung des faktischen Hausarrests, unter dem der palästinensische Präsident seit Anfang Dezember letzten Jahres stand, ist in den israelischpalästinensischen Auseinandersetzungen zunächst eine Atempause eingetreten. Zugleich ist in den palästinensischen Gebieten die Diskussion über Reformen des politischen Systems in Gang gekommen. Diese Entwicklungen bergen die Chance für einen Neuanfang im Friedensprozeß. Die Wahrscheinlichkeit, daß es in naher Zukunft zu einem dauerhaften Waffenstillstand kommt oder Ansätze einer Konfliktlösung realisiert werden, ist dennoch äußerst gering. Nur ein massives internationales Engagement könnte Bewegung in die verfahrene Situation bringen und zumindest mittelfristig Anreize für eine Friedenslösung schaffen. (SWP-aktuell / SWP)
