Tunesien den Ball zuspielen: Hoher Handlungsdruck für Reformen - veränderte Ausgangslage für die EU

Abstract

Tunesien hat sich trotz dorniger Rahmenbedingungen seit 2011 demokratisiert. Dabei sind entscheidende Strukturreformen, die für einen effektiven Staat, wirtschaftlichen Aufschwung und eine widerstandsfähige Demokratie notwendig wären, bislang aus­geblieben. Die Wahlen 2019 ließen den Wunsch der Bevölkerung nach einem neuen Reformanlauf erkennen. Wie handlungsfähig die seit Ende Februar 2020 amtierende neue Regierung sein wird, ist offen. Sie besteht aus Parteien mit teils fundamental ent­gegengesetzter Ausrichtung. Für Tunesiens externe Partner bleibt damit ein Dilemma: Sie möchten Reformen schneller vorantreiben, doch haben sich ihre Versuche, Tunesien zum Jagen zu tragen, als wenig zielführend erwiesen. Ein Weg, um die tunesische Eigeninitiative zu stärken, sind gezieltere Anreize für Reformen sowie klarere Kondi­tionen für Finanzhilfen. Deutschland geht mit den Reformpartnerschaften bereits in diese Richtung und könnte seine EU-Ratspräsidentschaft im zweiten Halbjahr 2020 nutzen, um externe Geber auf eine gemeinsame Linie zu verpflichten.
