Strategische Partnerschaft: Wie kann die EU Rußland stärker einbinden?

Abstract

Am 28. Mai 2002 findet in Moskau das turnusmäßige Gipfeltreffen von EU und Rußland im Rahmen ihres Vertrags über Partnerschaft und Kooperation statt. Beide Seiten demonstrieren großes Interesse, ihre bereits heute engen Beziehungen weiter zu verdichten. Als wirtschaftlich stärkster Faktor und politisch treibende Kraft beim Zusammenwachsen Europas spielt Deutschland eine Schlüsselrolle, wie zuletzt das Treffen Schröder-Putin im Rahmen des Petersburger Dialogs in Weimar (April 2002) vor Augen führte. Rußland gibt zu erkennen, daß es in seinen Außenbeziehungen der europäischen Richtung tendenziell Vorrang vor allen anderen Richtungen einräumt. Vom Moskauer Gipfel werden neue Impulse erwartet, die zur Überwindung der auffälligen Diskrepanzen zwischen ambitiösen Absichtserklärungen in den Dokumenten und deren mangelnder tatsächlicher Implementierung beitragen sollen.
