Die EU wird das VN-Waffenembargo in Libyen nicht durchsetzen können

Abstract

Am 19. Januar 2020 fand in Berlin eine hochrangige Konferenz statt, die Lösungen für den Konflikt finden sollte, der in Libyen zwischen der Einheitsregierung unter Fayez al-Sarraj und den von General Khalifa Haftar geführten Truppen ausgetragen wird. Eine zentrale Vereinbarung der Abschlusserklärung zielt darauf, den unbehinderten Zufluss von Waffen zu unterbinden, die externe Akteure den Kriegsparteien zur Verfügung stellen. Die Konferenzteilnehmer haben sich dazu verpflichtet, 'das durch Resolution 1970 (2011) sowie die nachfolgenden Resolutionen des UN-Sicher­heitsrats verhängte Waffenembargo unzweideutig und in vollem Umfang einzuhalten und umzusetzen, auch in Bezug auf die von Libyen ausgehende Verbreitung von Waffen. Wir rufen alle internationalen Akteure auf, dasselbe zu tun.' Die Erklärung bekräftigt damit zum wiederholten Male die bestehende Beschlusslage, was deren Grundproblem enthüllt: Bislang sind die Vereinten Nationen (VN) aus vielfältigen Gründen nicht in der Lage gewesen, das geltende Embargo wirksam durchzusetzen.
