Abstract

Die Abschätzung der Wirkung der Gaspreisbremse auf Inflation und fiskalische Kosten unterliegt einer hohen Unsicherheit. Das liegt zum einen an dem unsicheren Verlauf des zukünftigen Gaspreises. Zum anderen entsteht die hohe Unsicherheit aufgrund mangelnder Informationen über die Vertragsstruktur der Gaskundinnen und -kunden. Dieser Artikel versucht eine Annäherung an die möglichen Inflationseffekte sowie die fiskalischen Kosten der Gaspreisbremse auf Grundlage der verfügbaren Informationen. Hierzu mussten einen Reihe von Annahmen getroffen werden, die wir transparent darlegen. Es zeigt sich jedoch, dass schon kleine Änderungen der Annahmen zu deutlich anderen Ergebnissen führen können. Aufgrund der uns am plausibelsten erscheinenden Annahmen könnte die Inflation um 0,2 bis 0,4 Prozentpunkte niedriger ausfallen. Für die fiskalischen Wirkungen kommen wir für das Jahr 2023 auf Kosten von 13,4 Mrd Euro für SLP-Verträge und 1,6 Mrd für RLM-Verträge.
