Abstract

Deutschland hat bei der Digitalisierung öffentlicher Verwaltungsprozesse große Defizite. Die föderale Struktur Deutschlands sowie stark regelgebundene Verwaltungsprozesse können das Digitalisierungsdefizit in der öffentlichen Verwaltung nur ansatzweise erklären. Der Kronberger Kreis untersucht die Ursachen dieses digitalen Rückstandes und zeigt Reformmöglichkeiten auf, um die Dynamik der Verwaltungsdigitalisierung in Deutschland steigern zu können. Wesentliche Hemmnisse sind die Dominanz öffentlicher ITDienstleister und die mangelnde Einbindung privater ITDienstleister. Eine stärkere Öffnung des Marktes öffentlicher digitaler Dienstleistungen für private Anbieter könnte den Digitalisierungsprozess in der deutschen Verwaltung erheblich verbessern.
