Versorgungsausgaben schnüren die Länder ein: Überalterter Beamtenapparat, fehlende Rückstellungen

Abstract

Da die Beamtenpopulation deutlich älter als die Gesamtbevölkerung ist, gehen die kohortenstarken Jahrgänge bereits in den Ruhestand. Allein in den letzten 10 Jahren haben sich die jährlichen Versorgungsausgaben der Gebietskörperschaften um 50 Prozent erhöht, wovon insbesondere die westdeutschen Bundesländer betroffen sind. In den kommenden Jahren ist mit einem weiteren Anstieg der Versorgungsausgaben zu rechnen, wobei sich der rein demografische Effekt bis Ende der 2020er-Jahre abschwächen wird. Der Blick auf die aktuellen Versorgungsrücklagen der Länder für ihre Staatsdiener fällt ernüchternd aus. Weder Umfang noch die institutionelle Ausgestaltung noch die Anlagestrategie können überzeugen. Da die Altersstruktur der Beamten sowie verfassungsrechtliche Vorgaben schnell wirksamen Reformen der Versorgungsausgaben entgegenstehen, sollte der Staat in Zukunft auf eine restriktivere Verbeamtungspolitik mit Augenmaß und eine deutlich stärkere Kapitaldeckung der Versorgungszusagen setzen. Nur so kann die der Beamtenversorgung inhärente intergenerative Umverteilung verringert werden.
