Braucht Deutschland eine Vermögensteuer?

Abstract

Obwohl in Deutschland derzeit Rekordzahlungen an Steuern und Sozialabgaben geleistet werden, wird über die Einführung einer weiteren Steuer - der Vermögensteuer - diskutiert. Diese soll einen Durchbruch hinsichtlich "sozialer Gerechtigkeit" mit sich bringen und beträchtliche Steuermehreinnahmen generieren. Die vorliegende Publikation untersucht die Frage, inwieweit die Vermögensteuer als Mittel zur Durchsetzung von mehr "sozialer Gerechtigkeit" geeignet ist und beleuchtet wirtschaftliche, verfassungsrechtliche und fiskalische Gesichtspunkte sowie Aspekte der praktischen Umsetzbarkeit und die Auswirkungen einer Besteuerung von Vermögen.
