Französische Hochschulpolitik: Wandel durch Internationalisierung?

Abstract

Dieser Beitrag befasst sich mit den nationalen und internationalen Einflussfaktoren, die in den letzten 25 Jahren drei wesentlichen Dimensionen des französischen Hochschulsystems - politics, policies und polity - geprägt haben. Das Augenmerk der Analyse richtet sich vor allem auf die unterschiedlichen Steuerungsinstrumente und Einflusspotentiale internationaler Organisationen, insbesondere der EU und OECD, sowie die Kapazität des Nationalstaates, Politikwandel hervorzurufen. Von besonderer Bedeutung in diesem Zusammenhang sind institutionelle Vetopunkte und historische verankerte bildungspolitische Leitideen. Es wird gezeigt, dass die französische Hochschulpolitik im Untersuchungszeitraum von einem Spannungsverhältnis zwischen Kontinuität und Wandel geprägt ist. Einerseits lässt sich ein allmählicher Wandel hin zu mehr Autonomie und Wettbewerb für die Hochschulen feststellen, der in den letzten ca. 10 Jahren aufgrund von Internationalisierungsprozessen wie dem Bologna-Prozess sowie dem unterdurchschnittlichen Abschneiden französischer Hochschulen bei internationalen Leistungsvergleichen intensiviert wurde. Anderseits hat das Festhalten an der bildungspolitischen Leitidee der Chancengleichheit in vielen Fällen die Reformdynamik ausgebremst.
