Der UN-Gipfel über Flüchtlinge und Migranten: Was kann er bewirken?

Abstract

2015 lebten nach Angaben der Vereinten Nationen 244 Millionen Menschen außerhalb ihres Herkunftslandes. Mehr als 65 Millionen Menschen sahen sich 2015 durch Gewalt und Konflikte zum Verlassen ihrer Heimat gezwungen - die höchste Zahl seit Ende des Zweiten Weltkriegs. Angesichts dieser vielen Menschen, die sich in Bewegung gesetzt haben, wird die UN im September 2016 während der Generalversammlung in New York eine hochrangige Tagung abhalten, die sich mit globalen Maßnahmen zur Bewältigung großer Flüchtlings- und Migrantenströme befassen soll. Zur Vorbereitung dieses Gipfels verhandelten die Mitgliedstaaten den Entwurf eines Ergebnisdokuments, das auf dem Gipfel im September behandelt und verabschiedet werden soll. Das Global Governance Spotlight 5|2016, verfasst vom ehemaligen Stellvertretenden Hohen Flüchtlingskommissars der UN, T. Alexander Aleinikoff, erörtert die wichtigsten Empfehlungen des Entwurfs benennt von den Autoren nicht ausreichend behandelte Themen und bewertet die vom Gipfel zu erwartenden Auswirkungen.
