Berufsorientierung als Mittel gegen Arbeitslosigkeit - eine Zeitreihenanalyse für Mecklenburg-Vorpommern

Abstract

Berufsorientierung als Selbstkompetenz sollte eine bessere Zuordnung von Arbeitskräften zu Arbeitsplätzen ermöglichen und so die Arbeitslosigkeit reduzieren. Diese Untersuchung geht der Frage nach, ob die Reduzierung der Arbeitslosigkeit durch Berufsorientierung wirklich eintritt. Dazu wird die Entwicklung der Arbeitslosigkeit in Mecklenburg-Vorpommern von 1991 bis 2024 analysiert. Die Berufsorientierung wird dabei durch vier Maßnahmen (Schülerbetriebspraktikum, Berufswahlsiegel, modularisierte Berufsorientierungsmaßnahmen und Mission ICH) an allgemeinbildenden Schulen repräsentiert. Eine Regressionsanalyse der Zeitreihe der monatlichen Veränderung der Arbeitslosigkeit zeigt dann eine umfangreiche und signifikante Reduzierung der Arbeitslosigkeit bei gleichzeitiger Anwendung der vier Maßnahmen. Zur Linderung der Arbeitskräfteknappheit im Demografischen Wandel und für das weitere Wirtschaftswachstum sollte die Bildungs- und Wirtschaftspolitik die Berufsorientierung weiter gezielt betreiben.
