Der Einfluss regionaler und demographischer Umfeldfaktoren auf die Kosten- und Ertragssituation von Sparkassen: Eine Effizienzanalyse

Abstract

Aufgrund der starken regionalen Verankerung kann bei den Sparkassen ein besonderes Interesse an den Folgen des demographischen Wandels und speziell von Alterung und Abwanderung vermutet werden. Dabei sind die Sparkassen nicht nur über das Regionalprinzip eng mit einer bestimmten Region verbunden. Der öffentliche Auftrag verpflichtet sie zudem, die Regionalentwicklung mit dem Ziel der Angleichung der Lebensverhältnisse im Bundesgebiet zu fördern und dementsprechend den Risiken der demographischen Entwicklung für die Regionen Deutschlands entgegenzutreten. Vor diesem Hintergund wird im Rahmen einer zweistufigen Effizienzanalyse untersucht, wie sich regionale und demographische Umfeldfaktoren auf die Wirtschaftlichkeit und damit auf die Fähigkeit der Sparkassen, langfristig in den verschiedenen Regionen Deutschlands (dünn/dicht besiedelt, schrumpfend/wachsend, wirtschaftlich schwach/stark) präsent zu sein, auswirken. Im ersten Schritt werden mithilfe der Data Envelopment Analysis sparkassenindividuelle Effizienzwerte berechnet. Diese werden anschließend mittels Regressionsanalyse den regionalen und demographischen Umfeldfaktoren gegenübergestellt. Es zeigt sich, dass die untersuchten Umfeldfaktoren Signifikanz und Relevanz besitzen und dass Sparkassen in wirtschaftlich schwierigen bzw. weniger attraktiven Geschäftsgebieten vergleichsweise effizienter sind. Darüber hinaus bestehen Unterschiede hinsichtlich Einflussrichtung und -stärke der untersuchten Umfeldfaktoren, wenn zwischen Sparkassen in schrumpfenden (Bevölkerungsverluste) und wachsenden (Bevölkerungszuwächse) Regionen unterschieden wird.
