Gilt das Coase Theorem auch in den neuen Ländern?

Abstract

Das sozialistische Experiment der Deutschen Demokratischen Republik stand 1989 vor dem Aus ist mit der Wiedervereinigung Deutschlands ein Jahr später endgültig gescheitert. Die Geschwindigkeit dieses Prozesses übertraf alle Erwartungen, weil zunächst mit langwierigen Verhandlungen gerechnet wurde. Die Sozialistischen Einheitspartei Deutschlands (SED) setzte nicht darauf, der friedlich protestierenden Bevölkerung Einhalt zu gebieten, um den DDR-Staat mit Gewalt zu erhalten, sondern auf einen Plan B, welche die Sicherung des Parteivermögens vorsah. Was geschah mit dem Vermögen der SED? Wurde es verbrannt oder investiert? Es wurde Investiert und diese Investitionen sind heute noch in vielen Ostdeutschen Städten sichtbar und haben allokative Effekte, die bis heute den Wirtschaftsprozess in den Neuen Bundesländern hemmen.
