Hoffnungsträger PRSP: Eine Bilanz der ersten Jahre

Abstract

Die PRSP-Initiative hat wesentlich dazu beigetragen, das Thema Armutsminderung von internationalen Deklarationen in politische Strategien münden zu lassen, denen sowohl bilaterale und multilaterale Geber als auch Regierungen in Entwicklungsländern verpflichtet sind. Auch die Notwendigkeit einer besseren Koordination und Anpassung der jeweiligen Geberstrategien ist durch die Initiative in den Mittelpunkt der Diskussion gerückt. Das vorliegende Dokument analysiert angelehnt an die Kernprinzipien des PRS-Ansatzes bisherige Erfahrungen mit der Formulierung und Umsetzung von PRS-Strategien. Dabei wird auf die Themen Ownership, Geberharmonisierung und -anpassung, inhaltliche Qualität der PRSPs sowie Partizipation eingegangen und Herausforderungen aus den jeweiligen Abschnitten skizziert. ...
