Der Transfer der dualen Lehrlingsausbildung in Entwicklungs- und Schwellenländer: Eine entwicklungspolitische Analyse

Abstract

In den letzten Jahren ist das internationale Interesse am österreichischen System der dualen Lehrlingsausbildung (Ausbildung in Betrieb und Schule) angestiegen, was zumeist auf die hohe Jugendarbeitslosigkeit zurückgeführt wird. Die deutschsprachigen Länder, die alle über das duale System verfügen, weisen im internationalen Vergleich relativ gute Raten der Jugendbeschäftigung auf. Gleichzeitig übertragen immer mehr österreichische Unternehmen die Lehrlingsausbildung an ihre ausländischen Standorte, um den eigenen Fachkräftebedarf zu decken. Diese beiden Entwicklungen haben zu einem Trend geführt, das duale System auch in Entwicklungs- und Schwellenländer zu übertragen. Die Österreichische Entwicklungszusammenarbeit (OEZA) erweist sich mit ihrem Schwerpunkt Privatsektorentwicklung als einer der zentralen Akteure. Es ist anzunehmen, dass der Trend sowohl an Ausmaß als auch an politischem Stellenwert zunehmen wird, was die Frage nach seinen entwicklungspolitischen Implikationen aufwirft. Eine rezente Studie untersucht den Status Quo und stellt erste Überlegungen aus entwicklungspolitischer Perspektive an.
