Innovationskultur und Innovationsordner: Erste theoretische Bausteine hin zu einem ordoliberalen Innovationsframework

Abstract

In diesem Diskussionspapier werden die Bedingungen untersucht, unter denen die Fähigkeit zu Innovation in einer marktwirtschaftlichen Ordnung zur Entfaltung kommt. Diese theoretische Leitfrage bildet den Kern eines neuen ordoliberalen Innovationsframeworks, welches speziell auf den Innovationsstandort Deutschland fokussiert. Im Mittelpunkt des Papiers steht eine erste Inventur der theoretischen Treiber von Innovation, in unserer Terminologie "Innovationsordner" genannt. Die dazu entwickelte Metapher des "Innovationsmischpults" bildet die Relevanz der Ordner für die Entfaltung der Innovation ab und umreißt unterschiedliche Leitbilder für die Rolle des Staates in der Innovationspolitik.
