Aussteuerungsbetrag abschaffen!

Abstract

Der Aussteuerungsbetrag ist seit seiner Einführung umstrittenen. Vor allem die Frage der Verfassungsmäßigkeit dieser Regelung hat zu einem Rechtsstreit zwischen dem Verwaltungsrat der Bundesagentur für Arbeit und dem Arbeitsministerium geführt. Nach Ansicht des In-stituts spricht jedoch alles gegen und nichts für den Aussteuerungsbetrag. Der Aussteuerungsbetrag wurde als Instrument zur Verstärkung der Vermittlungsbemühungen der Bundesagentur für Arbeit eingeführt. Die Regelung sieht vor, dass die Bundesagentur für jeden Empfänger von Arbeitslosengeld I, den sie nicht in den Arbeitsmarkt integriert und der folglich in den Bezug von Arbeitslosengeld II übergeht, einen Strafbetrag an den Bund zahlen muss. Der Gesamtwert des Aussteuerungsbetrags wird für das Jahr 2007 auf vier Mrd. Euro veranschlagt.
