Abstract

Die Handlungsmöglichkeiten der Gemeinden werden durch ihre Steuereinnahmen und den kommunalen Finanzausgleich bestimmt. Der Finanzausgleich steht in einem Spannungsverhältnis zur Eigenständigkeit und Selbstverantwortung der Gemeinden. Dieser Beitrag plädiert für eine stärkere Gewichtung der kommunalen Finanzautonomie.
