Abstract

Der Länderfinanzausgleich steht wieder einmal in der Kritik. Die Reform 2020 änderte zahlreiche Details, aber die wesentlichen Eigenschaften und Probleme des Systems blieben erhalten. Es kann daher nicht überraschen, dass Bayern mit einer erneuten Verfassungsklage droht. Der Länderfinanzausgleich ist in vielen Punkten ökonomisch fragwürdig, aber ist er auch verfassungswidrig?
