Hintergrundpapier zum Moorbodenschutz und zur torfschonenden und -erhaltenden Moorbodennutzung als Beitrag zum Klimaschutz

Abstract

[Hintergrund, Problemstellung und Zielsetzung ...] Das vorliegende Papier soll die Erarbeitung der geplanten Bund-Länder-Zielvereinbarung unterstützen. Dazu werden verschiedene Handlungsoptionen analysiert, die zu einer Verbesserung der Rahmenbedingungen für den Schutz von Moorböden in Deutschland beitragen können. Für die rechtlichen, politischen und organisatorischen Aspekte des Moorbodenschutzes und der nachhaltigen Moorbodennutzung werden in knapper Form Gestaltungsmöglichkeiten, bestehende Probleme und Lösungsansätze aufgezeigt und die verantwortliche politische Ebene (EU, Bund, Länder) benannt. Dabei werden soweit möglich die bisherigen Erfahrungen mit Moorschutzprojekten in Deutschland bezüglich ihrer Finanzierung und Umsetzung berücksichtigt. Im Mittelpunkt stehen Handlungsoptionen, die vor dem Jahr 2020 umgesetzt werden und Wirkungen entfalten können. Zu berücksichtigen ist bei der Beschreibung der Handlungsoptionen die Frage, welche Flächenkulisse adressiert werden soll, insbesondere im Hinblick auf die derzeitigen Nutzungen und Funktionen sowie den naturschutz- und wasserrechtlichen Schutzstatus.
