Abstract

Erwartungsgemäß reagieren die Unternehmen auf den plötzlichen Rückgang ihrer Arbeitskräftenachfrage im Zuge der Corona-Pandemie mit einer abgestuften Maßnahmenkette. Stark rückläufig sind die Einstellungen, sodass Arbeitsuchende derzeit nur schwer einen Zugang in den Arbeitsmarkt finden. Zudem wird die Kurzarbeit als Instrument der internen numerischen Flexibilität in sehr großem Umfang genutzt. Die Anzahl der Kurzarbeiter wird das Niveau der Krise 2009 deutlich übersteigen. Zwar steigen auch die Entlassungen an, dies erfolgt aber derzeit noch auf einem vergleichsweise niedrigen Niveau. Dementsprechend wahrnehmbar, aber verhalten im Vergleich zur Kurzarbeit und zur Entwicklung in anderen Ländern fällt der Anstieg der Arbeitslosigkeit aus. Nicht zuletzt, um die Arbeitsmarktwirkungen der Krise abzumildern, hat der Gesetzgeber diverse Flexibilisierungsschritte im Arbeitszeitrecht unternommen. Dieses stellt ein soziales Experiment dar, das die Chance bietet, durch eine sorgfältige Evaluation der Wirkungen wichtige Erkenntnisse für die kontrovers geführte Debatte über den arbeitszeitrechtlichen Rahmen auch nach der Corona-Krise zu gewinnen.
