E-Government und Digitalisierung in Thüringen

Abstract

Thüringen verfehlt ebenso wie die anderen Bundesländer und Deutschland insgesamt die selbst gesteckten und die europäischen Ziele zur Digitalisierung öffentlicher Leistungen. Die Umsetzung der 575 im Onlinezugangsgesetz aufgeführten Leistungen für Bürger und Unternehmen bis 2022 wurde nicht erreicht, Thüringen liegt hier mit aktuell 175 Leistungen im oberen Mittelfeld. Ende des Jahres tritt zudem die Single Digital Gateway-Verordnung der EU in Kraft, die verlangt, 75 bedeutsame öffentliche Leistungen online anzubieten. Anders als das deutsche OZG ist diese Regelung als EU-Verordnung verbindlich, Deutschland muss aufgrund der Nicht-Erfüllung mit einem Vertragsverletzungsverfahren rechnen. Auch in Thüringen wird die Digitalisierung nicht mit dem notwendigen Elan vorangetrieben. Die Fraktion der CDU und die Parlamentarische Gruppe der FDP im Thüringer Landtag nehmen diese Versäumnisse zum Anlass, Vorschläge für eine stringente Beschleunigung der Digitalisierung auf Landesebene zu machen. Dabei weist der CDU-Antrag eine deutlich höhere Detailtiefe als der Antrag der FDP auf. Beide Anträge thematisieren jedoch die richtigen Punkte und enthalten bedenkenswerte Vorschläge, um die Digitalisierung schneller voranzubringen.
