Abstract

Über den aktuellen Stand der Krise in Europa wird viel geschrieben und noch mehr spekuliert. Doch wie groß ist die Gefahr, dass Volkswirtschaften auf externe finanzielle Hilfe angewiesen sind? Eine aggregierte Messgröße, die dieses Risiko basierend auf einer ökonometrischen Schätzung bewertet, fehlt bis heute. Der neue Krisenmonitor des Instituts der deutschen Wirtschaft Köln (IW) soll das ändern. Der Monitor ist so konzipiert, dass eine einzige Maßzahl beschreibt, wie groß die Gefahr für eine Volkswirtschaft ist, auf Hilfen von außen angewiesen zu sein. Die Einflussgrößen des Indikators und ihre Gewichte sind nicht ad hoc gewählt, sondern basieren auf einer empirischen Panel-Schätzung. Für eine zeitnahe Bewertung der Lage in den EU-Ländern arbeitet der Krisenmonitor mit Quartalsdaten.
