Handlungsempfehlungen zur Umsetzung der Energiewende im Gebäudesektor

Abstract

Das Ziel eines klimaneutralen Gebäudebestandes bis zur Mitte des laufenden Jahrhunderts erfordert die energieeffiziente Modernisierung fast aller bestehenden Häuser und Wohnungen. Das derzeitige Volumen an privaten und öffentlichen Investitionen reicht jedoch nicht aus, um den Umbau in dieser Zeit zu bewerkstelligen. Ursächlich hierfür sind die gesetzlichen, regulatorischen und steuerlichen Rahmenbedingungen. Um den gewünschten Beitrag des Gebäudesektors zur Energiewende zur erreichen, ist es erforderlich ein schlüssiges Gesamtkonzept für den Gebäudesektor zu erstellen, das eine Vielzahl von Instrumenten sinnvoll kombiniert und den Akteuren einen verlässlichen Investitionsrahmen bietet. Ein Gesamtkonzept für den Gebäudesektor sollte die folgenden Elemente enthalten: (1) Die bewährten Förderprogramme zur Gebäudesanierung sollten mindestens bis zum Jahr 2020 mit einem jährlichen Volumen in der Größenordnung von 3 Milliarden Euro festgesetzt werden.
