Private Hochschulen im Hochschulpakt: Mitgezählt, aber nicht mitbedacht

Abstract

Seit 2007 finanzieren Bund und Länder im Hochschulpakt Studienanfänger, die gegenüber dem Basisjahr 2005 zusätzlich an die Hochschulen kommen. In die Berechnungen werden auch alle Anfänger an den Privathochschulen einbezogen. Allerdings geben die meisten Bundesländer diese Hochschulpaktmittel des Bundes nicht an die Privathochschulen weiter. Somit subventionieren die privaten Hochschulen quasi die staatlichen. Von 2007 bis 2015 waren dies rund 650 Millionen Euro, die den privaten Hochschulen auf diese Weise für Investitionen in Lehre und Forschung verloren gingen.
