Die Energiewende: Eine Zwischenbilanz der Legislaturperiode 2014-2017

Abstract

Mit dem Energiekonzept 2010 und der Energiewende von 2011 hat die Bundesregierung eine Reihe von Zielen festgelegt, die bis 2020 und danach erreicht werden sollen (Bundesregierung, 2018). Eine Überprüfung der bisherigen Zielerreichung zeigt, dass der Ausbau der erneuerbaren Energien zwar schneller vorangeht als geplant, während die meisten anderen Entwicklungen nicht im Plan sind. Um die Ziele bis 2020 zu erreichen, müssten die Zielerreichungsgrade heute insgesamt dreimal so hoch sein. Der Rückstand zum Zielpfad hat sich in den letzten Jahren weiter erhöht. Vor allem bei den wirtschaftlichen Dimensionen gab es in den letzten Jahren weitere Verschlechterungen.
