Abstract

Seit dem Jahr 2009 sind im Grundgesetz neue Verschuldungsgrenzen verankert, nach denen die Bundesländer ab dem Jahr 2020 strukturell ausgeglichene Haushalte vorweisen müssen. Für das Land Hessen ist im Artikel 141 der Landesverfassung bestimmt, dass Einnahmen und Ausgaben des Haushalts des Landes grundsätzlich ohne Kredite auszugleichen sind. Diese Regelung ist erstmals ab dem Haushaltsjahr 2020 anzuwenden. Bei einer Abweichung von der wirtschaftlichen Normallage sind Kreditaufnahmen, ebenso wie in außergewöhnlichen Notfällen, zulässig, sofern die anschließende Rückführung dieser Kredite sichergestellt ist. Mit dem vorliegenden Gesetzentwurf soll die gesetzliche Ausgestaltung der hessischen Schuldenbremse geregelt werden. Zudem soll ein verbindlicher Abbaupfad für die Neuverschuldung bis zum Jahr 2020 festgelegt werden.
