Auslandsverschuldung und interne Anpassungsprozesse: Das Beispiel Mexiko

Abstract

Im August 1982 stellte die mexikanische Regierung die Zins- und Amortisationszahlungen an ihre ausländischen Gläubiger für 90 Tage ein und ersuchte internationale Organisationen sowie die Regierung der Vereinigten Staaten von Amerika um Beistand. Bereits im folgenden Jahr kann sie die Devisenreserven des Landes wieder auffüllen, ohne den Kreditrahmen des Internationalen Währungsfonds (IWF) auszuschöpfen. Der kurzfristige außenwirtschaftliche Erfolg wurde mit einem Sanierungsprogramm erreicht, das der IWF auch von anderen Regierungen fordert, mit denen er über die Gewährung von Beistandskrediten verhandelt. Es zielt auf eine reale Abwertung der Währung und auf zusätzliche Importeinschränkungen. Die reale Abwertung wird über eine Änderung des nominalen Wechselkurses und über inflationsdämpfende Maßnahmen angestrebt, zu denen eine Verringerung des zentralbankfinanzierten Haushaltsdefizits und reale Lohnsenkungen zählen. Kann der Fall Mexiko als beispielhaft gelten? Zu zwei Aspekten dieser Frage soll im folgenden Arbeitspapier beigetragen werden. (1) Ist der Erfolg spezifischen Umständen zuzuschreiben, die in anderen Ländern nicht gelten? (2) Kann das außenwirtschaftliche Gleichgewicht mit Hilfe des Programms mittelfristig gewahrt werden, ohne daß Chancen des wirtschaftlichen Wachstums vergeben werden?
