Sachkapitalförderung oder Humankapitalförderung in der regionalen Wirtschaftspolitik

Abstract

Die anwachsenden wirtschaftlichen Schwierigkeiten, die in stark abgeschwächtem Wachstum und in hoher Arbeitslosigkeit am augenfälligsten in Erscheinung treten, haben unter anderem auch die Diskussion um die Konzeption und die Effizienz der regionalen Wirtschaftsförderung in der Bundesrepublik belebt. Diese Diskussion wird sowohl in der wirtschaftspolitischen als auch der wirtschaftswissenschaftlichen Diskussion zum einen grundsätzlich geführt, indem die Regionalförderung und insbesondere die Gemeinschaftsaufgabe insgesamt in Frage gestellt werden, zum anderen ist sie mehr pragmatisch ausgerichtet, indem die Grundlagen der Regionalpolitik als gegeben angenommen werden, aber deren konkrete Ausgestaltung kritisiert wird.
