Die EU-Investitionsoffensive: Konjunkturimpuls oder Luftnummer?

Abstract

[Einleitung ...] Der Beitrag gliedert sich folgendermaßen: Zunächst wird das Maßnahmenpaket skizziert (Abschnitt 2), danach wird die europäische Investitionstätigkeit anhand makroökonomischer Daten analysiert, um die von der EU-Kommission festgestellte Investitionslücke genauer zu beleuchten (Abschnitt 3). Im Anschluss werden mögliche Gründe aufgeführt, die eine geringere Investitionstätigkeit erklären können und der Frage nachgegangen, ob die Maßnahmen des „Junckerplans“ geeignete Impulse zur Überwindung dieser möglichen Investitionshemmnisse geben können (Abschnitt 4). Es werden zudem grundsätzliche Bedenken hinsichtlich der Wirkungsweise des „Junckerplans“ formuliert (Abschnitt 5). Im letzten Abschnitt (Fazit) wird schließlich diskutiert, inwieweit die Maßnahmen ein geeignetes Modell für die zukünftige Ausgestaltung der EU-Wirtschaftsförderung darstellen.
