Bundesagentur für Arbeit: Warum eine sofortige Beitragssatzsenkung geboten ist

Abstract

Der Autor fordert, dass der Beitragssatz in der Arbeitslosenversicherung umgehend von 3 auf 2,5 Prozent gesenkt werden sollte und betont dabei die positiven Folgen für die Beschäftigung. Er zeigt, dass der Budgetsaldo der Bundesagentur für Arbeit in den vergangenen fünf Jahren deutlich höher als in den Haushaltsplänen veranschlagt war. Die Prognosefehler bei den Ausgaben waren wesentlich größer als die bei den Einnahmen. Dabei ist der Überschuss zu einem großen Teil struktureller Art und nicht konjunkturbedingt. Zudem entstehen durch die steigende Rücklagenbildung weitere Kosten, da die Verzinsung der Rücklagen der Bundesagentur für Arbeit (Ende 2017: 17,2 Mrd. Euro) im Jahr 2018 wohl nur 0 Prozent betragen wird. Der Autor sieht vor diesem Hintergrund die geplante Senkung des Beitragssatzes um 0,3 Prozentpunkte ab Anfang 2019 als zu spät und zu gering an.
