Finanzinnovation und Schuldenerlaß - Wege zu einem effizienteren Management der Auslandsschulden von Entwicklungsländern?

Abstract

Ein zentrales Thema der Diskussionen um die zukünftige weltwirtschaftliche Entwicklung bilden immer noch die Zahlungsprobleme hochverschuldeter Entwicklungsländer. Die Strategien, die von den betroffenen Schuldnerländern, den westlichen Geschäftsbanken und den internationalen Organisationen einzuschlagen wären, um Verschuldungskrisen zu überwinden, sind weiterhin stark umstritten. Weitgehend einig ist man sich lediglich darüber, daß der traditionelle Weg kurzfristiger Umschuldungs- und Rettungsaktionen nicht ausreicht, die ökonomische Situation der Schuldnerländer nachhaltig zu verbessern und normale marktmäßige Gläubiger-Schuldner-Beziehungen wiederherzustellen. Auch die Weiterentwicklung dieser Strategie durch den sogenannten Baker-Plan hat den Hauptschuldnern bislang kaum geholfen, auf einen stabilen Wachstumspfad zurückzufinden und ihre internationale Kreditwürdigkeit wiederzugewinnen.
