Bildung von Humankapital: was die Beitrittsländer aus der EU-Erfahrung lernen können

Abstract

Die konventionellen Indikatoren für Bildungsinput und ?output deuten darauf hin, dass sich die meisten Beitrittsländer in Bezug auf das Humankapital nicht bedeutend vom EUDurchschnitt unterscheiden. Die verfügbaren Messungen erfassen jedoch unter Umständen nicht den wirtschaftlich relevanten Humankapitalbestand. Dies gilt insbesondere für die ehemaligen sozialistischen Beitrittsländer. Die Erfahrung Ostdeutschlands nach dem EUBeitritt liefert einige Beweise dafür, dass der Humankapitalbestand in den mitteleuropäischen Wirtschaften durch Messungen, die sich ausschließlich auf formelle Bildung und Ausbildung stützen, womöglich weit überschätzt wird. Daher stehen die meisten Beitrittsländer unter Umständen einem bedeutenden Humankapitaldefizit mit all seinen negativen Folgen für das Wirtschaftswachstum und die wirtschaftliche Entwicklung gegenüber.
