Das Finanzproblem der EG und die Reform der gemeinsamen Agrarpolitik

Abstract

Die Entwicklung des nominalen Bruttosozialprodukts in den Jahren 1973 — 1981 steht in engem Zusammenhang mit der von der Deutschen Bundesbank gesteuerten Expansion der Zentralbankgeldmenge. Die Lohnpolitik hat einen erheblichen Einfluß darauf, ob der von der Bundesbank bereitgestellte Rahmen für den Zuwachs des nominalen Bruttosozialprodukts durch Preissteigerungen aufgezehrt oder für eine Mengenkonjunktur genutzt wird. Fällt der Anstieg der Nominallöhne bei sonst gleichen wirtschaftlichen Rahmenbedingungen um einen Prozentpunkt niedriger aus, so führt dies nach den hier vorgelegten Untersuchungsergebnissen dazu, daß - die Preise der im Inland erstellten Güter und Leistungen um rund 0,8 vH weniger steigen und - die Beschäftigtenzahl sich innerhalb von drei Jahren um rund 175.000 erhöht. Belege für die These, daß lohnpolitische Zurückhaltung zu einem Nachfrageausfall führt, finden sich nicht. Da Nominallohnzurückhaltung - den inländischen Preisauftrieb stark bremst, - geringere Beiträge zur Arbeitslosenversicherung erforderlich macht und - zusätzliche produktivitätssteigernde Investitionen ermöglicht, bestehen gute Aussichten, daß sich ein niedriger Anstieg der Tariflöhne mittelfristig in höheren realen Nettolöhnen niederschlägt.
