Volkswirtschaftlicher Nutzen des Nord-Ostsee-Kanals

Abstract

Die Autoren stellen fest, dass die Anzahl der Schiffspassagen durch den Nord-Ostsee-Kanal (NOK) im Beobachtungszeitraum ab 2014 rückläufig war, was allerdings nicht ausschließlich von sinkenden Marktanteilen herrührte. Nach ihrer Beobachtung senken die Transitkosten des Kanals für alle Schiffstypen deutlich die Wahrscheinlichkeit, den Kanal zu passieren. Eine Verdoppelung der Gesamtkosten würde im Durchschnitt zu einer Reduktion der Passagen um 20 Prozent führen. Eine Erhöhung des Bunkerpreises hingegen begünstigt tendenziell die Befahrung des NOK. Ihre Analyse ergibt außerdem, dass die Passage des NOK das Anlaufen des Hamburger Hafens und deutscher Häfen gegenüber den Häfen der Niederlande und Belgiens wahrscheinlicher macht. Sie ermitteln mit Hilfe des Simulationsmodells KITE (Kiel Institute Trade Policy Evaluation Model), dass insbesondere durch eine Reduktion der Handelskosten der NOK jährlich einen positiven Wohlfahrtseffekt von 570 Mio. Euro für Deutschland erbringt. Dänemark und Schweden profitieren mit 87 bzw. 88 Mio. Euro. Die Autoren regen an, durch eine flexible Gestaltung der Befahrungsabgaben die Passage für Reedereien attraktiver zu machen. Aus ökonomischer Sicht bietet sich je nach Schiffstyp eine Koppelung der Abgaben an die Bunkerpreise im Verhältnis 1:4 bzw. 1:5 an.
