Kieler Subventionsbericht 2024: Hohe Subventionen trotz Haushaltsengpässen

Abstract

Der Kieler Subventionsbericht 2024 deckt die Jahre 2023 und 2024 anhand der Plandaten für den Bundeshaushalt ab. Dabei konzentriert er sich auf die Finanzhilfen des Bundes und gibt einen Überblick über die Steuervergünstigungen der Gebietskörperschaften. Zusätzlich werden die gesamten Subventionen in Deutschland einschließlich der Finanzhilfen der Länder und ihrer Gemeinden vorsichtig geschätzt. Für die Finanzhilfen des Bundes sind im Bundeshaushalt 2024 insgesamt 127,3 Mrd. Euro veranschlagt. Das entspricht einer Finanzhilfequote (Finanzhilfen in Relation zum Bruttoinlandsprodukt) von 3,0 Prozent. Die Steuervergünstigungen der Gebietskörperschaften belaufen sich im Jahr 2024 auf 74,8 Mrd. Euro oder 1,7 Prozent im Verhältnis zum Bruttoinlandsprodukt. Eine vorsichtige Schätzung der gesamten Subventionen ergibt ein Subventionsvolumen von insgesamt 285,3 Mrd. Euro, was 6,6 Prozent in Relation zum Bruttoinlandsprodukt ausmacht.
