Zum Stand der Auszahlungen des NextGenerationEU-Fonds

Abstract

Die öffentlichen Finanzen im Euroraum wurden bisher alleine als Summe der öffentlichen Haushalte der Mitgliedsländer betrachtet. Diese Sicht hat die Rolle des EU-Budgets teilweise ausgelassen. Da Mittel zu und Abflüsse sich zumindest für die EU insgesamt bis vor kurzem ausglichen und über die Zeit keine größeren Schwankungen auftraten, dürfte dies keine größeren Konsequenzen auf die Analyse der Ausrichtung der Finanzpolitik im Euroraum gehabt haben. Durch den NextGenerationEU-Fonds hat die Rolle der EU eine neue Qualität bekommen, da sich die EU als Institution nun im größeren Umfang verschuldet und Kreditfinanzierte Transfers an die Mitgliedsländer ausreicht, die erst in vielen Jahren zu einer Gegenposition (z.B. höhere Mitgliedsbeiträge zur Schuldentilgung) führen werden.
