Zum Anteil des Staatskonsums am Bruttoinlandsprodukt

Abstract

Der Staatskonsum spielt weiterhin eine relativ größere Rolle in der wirtschaftlichen Aktivität als vor der Corona-Krise. Der Anteil des Staatskonsum am Bruttoinlandsprodukt ist zum Jahresauftakt allerdings gesunken. In der ersten Veröffentlichung aus dem Mai 2023 hatte es den Anschein, dass die Korrektur im ersten Quartal den Anteil am Bruttoinlandsprodukt in etwa wieder auf das Niveau der Vor-Corona-Jahre bringen würde. Mit der jüngsten Revision gilt dieser Befund für das erste Quartal 2023 nicht mehr, da die Korrektur nun deutlich geringer angezeigt wird, und zudem ist der Anteil im zweiten Quartal wieder gestiegen, was aber zum Teil auf die Eingliederung des ÖPNV in den Sektor Staat zurückzuführen ist (Abbildung 1). Insgesamt bleibt der öffentliche Konsum deutlich stärker als vor der Corona-Krise. Maßgeblich für den Anstieg sind die Ausgaben für Vorleistungen und soziale Sachleistungen (Tabelle 1). Bei Letzteren ist ein trendmäßiger Anstieg wegen der alternden Bevölkerung durchaus plausibel. Der anhaltend hohe Trend bei Vorleistungskäufen von Bund und Ländern lässt sich hingegen ad hoc weniger plausibilisieren.
