Zur Prognose der öffentlichen Konsumausgaben

Abstract

Im laufenden Jahr hat der Zuwachs des öffentlichen Konsums mit 2,8 Prozent negativ überrascht. Prognosen für diese Größe wurden im Laufe des Jahres wiederholt abwärts revidiert. Maßgeblich waren hier die Effekte der vorläufigen Haushaltsführung des Bundes, aber auch die sehr verhaltene Ausgabenentwicklung auf kommunaler Ebene im ersten Quartal des Jahres, die auf einen Rückgang fluchtbezogener Ausgaben zurückzuführen sein dürfte. Für den weiteren Prognoseverlauf gehen wir aber davon aus, dass es wieder zu kräftigen Zuwachsraten kommen wird, zum einen weil vermehrt Maßnahmen aus dem Koalitionsvertrag umgesetzt werden, und zum anderen weil die Erfahrung zeigt, dass Budgetüberschüsse der Vorjahre zu steigenden Ausgaben im Bereich des öffentlichen Konsums führen.
