Zur Frage eines Schuldenschnitts für Griechenland

Abstract

Bereits im Verlauf des vergangenen Jahres haben sich die Annahmen und Prognosen für das zweite Anpassungsprogramm für Griechenland, das im Frühjahr 2012 aufgelegt worden war, als nicht haltbar erwiesen. Nachdem das zweite Anpassungsprogramm bereits eine erhebliche Beteiligung des privaten Sektors vorgesehen hatte (durch die Umschuldung wurden rund 200 Mrd. Euro griechischer Staatsanliehen in gut 60 Mrd. Euro neuer griechischer Titel und knapp 30 Mrd. Euro Anleihen der EFSF getauscht), sah die erste Revision eine erneute Reduktion der Verbindlichkeiten gegenüber privater Gläubiger durch ein Programm zum Anleiherückkauf vor. Rund die Hälfte der von privater Hand gehaltenen Anleihen wurde in das Programm einbezogen, so dass die Schuldenlast um rund 20 Mrd. Euro reduziert wurde. Diese und ein ganzes Bündel weiterer Maßnahmen, wie die Absenkung der von Griechenland auf die Rettungskredite zu zahlenden Zinsen,a war am Jahresende 2012 nötig geworden, um die Planzahlen des zweiten Anpassungsprogramms einhalten zu können.
