Evaluation der Wirksamkeit von Meisterprämien im Handwerk

Abstract

Mit der Einführung der Meisterprämien in verschiedenen Bundesländern seit 2013, die einen finanziellen Anreiz für eine abgeschlossene Meisterausbildung darstellen, wurde beabsichtigt, die Ungleichstellung zwischen universitärer und beruflicher Ausbildung im deutschen Bildungssystem abzubauen. Die vorliegende Studie untersucht, ob die bayerische Meisterprämie darüber hinaus die Anzahl der Meisterprüfungen je 10.000 Einwohner erhöhen konnte. Verschiedene methodische Zugänge sowie eine Reihe von Spezifikationen lassen darauf schließen, dass die Prämien in Bayern bisher nicht zu einer verstärkten Meisterausbildung im Handwerk beigetragen haben. Dies gilt im regionalen Vergleich ebenso wie für einzelne Handwerkszweige. Es ist daher anzunehmen, dass die bislang relativ geringe Höhe der Meisterprämien nicht ausreichte, um eine substanzielle Steigerung der Absolventenzahlen zu bewirken. Zum Ziel einer stärkeren finanziellen Gleichbehandlung von Studium und Ausbildung tragen die Meisterprämien hingegen bei.
