Übergänge zwischen Schule, Ausbildung und Beruf: Strukturen, Einschätzungen und Gestaltungsperspektiven

Abstract

Drei Fünftel der Jugendlichen mit und ohne Hauptschulabschluss nehmen erst nach zweieinhalb Jahren im Übergangssystem eine qualifizierte Ausbildung auf. Für sie verzögert sich ihr Eintritt in das Berufsleben über das 20. Lebensjahr hinaus. Die Risikogruppe der Jugendlichen mit Migrationshintergrund und aus bildungsfernen Familien (20 - 30 %) ist auch nach 3 Jahren im Übergangssystem nicht in eine Berufsausbildung eingemündet. Die institutionellen Strukturen des Übergangssystems sind geprägt von Komplexität, fehlender Transparenz und Ineffizienz. Die im Übergangssystem auf allen Ebenen jährlich anfallenden Kosten dürften realistisch geschätzt bei 7 Mrd. Euro liegen. Der FSP WISDOM bereitet z.Zt. eine Policy-Analyse der Organisations- und Finanzstrukturen, der Akteurskonstellation und Steuerungsinstrumente sowie der zielgruppenspezifischen Wirksamkeit der Übergangsangebote vor. Im Mittelpunkt steht die Frage nach der funktionalen, administrativen und betriebswirtschaftlichen Effizienz.
