Neuausrichtung der Rolle des Schulträgers? Entwicklungstrends und Herausforderungen in der kommunalen Bildungspolitik

Abstract

Im Mehrebenensystem des Bildungsföderalismus sind verstärkte Gestaltungsansprüche des Bundes zu beobachten, die aktuell vor allem die Bewältigung der Herausforderungen der Digitalisierung betreffen. Gleichzeitig entwickelt sich die kommunale Bildungspolitik weiter. Über die Kooperation in Netzwerken hinaus wird zunehmend die strategische Wahrnehmung der Schulträger-Funktion thematisiert. Die Einbindung dieser Funktion in kommunale Bildungspolitik bietet Potenziale für die Verbesserung von Bildungschancen. Risiken für wachsende regionale Disparitäten ergeben sich jedoch aus der prekären Finanzsituation vieler Kommunen.
