Koproduktion lokaler Sozialpolitik für und durch Geflüchtete: Wege in die sozialen Dienste

Abstract

Auf den Punkt: Auch bei rückläufigen Asylantragszahlen bleibt die Integration Geflüchteter eine Gestaltungsaufgabe des Sozialstaates. Ein bedarfsgerechtes Angebot sozialer Leistungen ist zentrale Voraussetzung für gelingende Integrationsverläufe und gesellschaftliche Teilhabe Geflüchteter. Der Weg in soziale Dienste ist aber verschlungen. Eine heterogene Bedarfslage Geflüchteter trifft auf intransparente und lokal sehr unterschiedlich ausgeprägte Angebotsstrukturen. Eine gelungene Nutzung sozialer Dienste erwächst aus stabilen Kontakten zwischen Dienstleistenden und Geflüchteten, dem Wissen der Geflüchteten über die Funktionsweisen des Wohlfahrtsstaates wie auch aus einem fundierten Wissen der Dienstleister über Lebenswelten und Bedürfnisse der Geflüchteten. Neben dauerhaften und verlässlichen professionellen Unterstützungsstrukturen können auch zivilgesellschaftliche Organisationen (Ehrenamt und Migrantenorganisationen) wichtige Lotsenfunktionen in die sozialen Dienste übernehmen.
