Industrie und Arbeit 4.0: Befunde zu Digitalisierung und Mitbestimmung im Industriesektor auf Grundlage des Projekts "Arbeit 2020"

Abstract

Auf den Punkt: Das IAQ untersucht im Rahmen eines von der Hans-Böckler-Stiftung finanzierten Forschungsprojekts den Stand der Umsetzung von Industrie 4.0 in den Betrieben sowie die arbeitspolitischen Folgen und die Herausforderungen, die mit der Digitalisierung für die Mitbestimmung der Betriebsräte einhergehen. Grundlage dafür ist das von der IG Metall initiierten gewerkschaftlichen Projekts "Arbeit 2020 in NRW", das vom IAQ wissenschaftlich begleitet wird. Gemessen an dem Leitbild von Industrie 4.0 stecken die hier betrachteten Fallbetriebe gegenwärtig noch in den Anfängen. Auch neue Geschäftsmodelle sind gegenwärtig eher Vision als systematisch ausgearbeitete Geschäftsstrategien. Die Digitalisierung in den Angestelltenbereichen ist deutlich weiter entwickelt als die Digitalisierung der Produktion. Die Beratungsprozesse des Arbeit 2020-Projektes wirken zumeist aktivierend auf die Betriebsräte und ihre Gremien. Sie sind zudem beteiligungsorientiert gestaltet und können Anstoß für breitere Beteiligungsprojekte der Betriebsräte sein. Im Zentrum der arbeitspolitischen Themen der Betriebsräte steht die Beschäftigungssicherung. Wichtige weitere Themen sind Qualifizierungs- und Organisationsfragen sowie die Entwicklung der Arbeitsbedingungen.
