Abteilungen zur internen Personalvermittlung: Effektive Beschäftigungssicherung und Herausforderung für das Personalmanagement

Abstract

Auf den Punkt: Abteilungen zur internen Personalvermittlung sind ein in der Arbeitsmarkt und Personalpolitik unterschätztes, aber weit verbreitetes und effektives Instrument im Stellenabbau. Die größte Herausforderung für Personalvermittlungsabteilungen ist die systematische Benachteiligung ihrer Teilnehmer in internen Einstellungsentscheidungen - das so genannte Basisdilemma der internen Vermittlung. Expertengespräche und Fallstudien zeigen, dass die Bewältigung des Basisdilemmas und die Effektivität der internen Arbeitsvermittlung von den allokativen und autoritativen Ressourcen der Personalvermittlungsabteilung abhängen. Auch die quantitativen Daten des IAQ belegen, dass Personalvermittlungsabteilungen umso effektiver sind, je mehr sie auf dezentrale Entscheidungen über Einstellung und Personalabbau Einfluss nehmen können.
